Implementation of the EPBD in the EU
The EPBD must be implemented by each EU Member State. Here is some information on what’s happening in some other EU countries:
UK
In the UK a group called DIAG(Directive Implementation Advisory Group) has been established to advise the UK Government on the energy performance of buildings and the implementation of the EPBD in a timely manner.
Key documents published to describe the strategy that the UK government is pursuing includes:
Proposals for amending Part L of the UK Building Regulations and Implementing the Energy Performance of Buildings Directive
Energy Performance Certificate For Residential Buildings Regulations (Northern Ireland) 2006 The purpose of this consultation document is to seek views on the proposal for implementing the EPBD particularly Article 7 in Northern Ireland.
SAP 2005, the methodology for calculating energy performance of new dwellings
RDSAP, the UK Government’s sponsored methodology for assessing the energy performance of existing dwellings based on a site inspection. This methodology will be used to create the Energy Performance Certificates for exiting dwellings.
Development of EPBD Methodology for non domestic buildings
This document describe the strategy that UK Government is pursuing in developing the methodologies required by the EPBD for buildings other than dwellings.

Related Projects -EU Funded
Intelligent Energy for Europe is an EU funded programme that aims to promote intelligent energy use and encourage development of renewable energy. A number of EPBD related projects have been funded under this programme, the following BBRI report summarises the projects funded as of October 2005 IEE funded projects that relate to the EPBD.
Projects funded under IEE include:
• Concerted Action
The aim of this project is to provide a forum to exchange ideas and practical information on implementation of the EPBD. Representatives from SEI and DEHLG participate in this project.
• BUDI
Overall goal of this project is to accelerate the successful introduction of energy performance certificates. The Irish partner in this project is CODEMA
• Display
The aim of this project is to encourage local authorities to publicly display the energy and environmental performances of their public buildings using the same energy label that is used for household appliances. The Irish partner in this project is the AIEA
• EPLabel
This project aims to deliver energy certificates for public buildings based on measured energy consumption data within a harmonising framework. The Irish partner in this project is ERG
